In this case, the sample I am studying is the destruction of the East River Park (also called the John V. Lindsay East River Park). This text follows on a previous text called <em><a href=\"http:\/\/fundacionmosis.com\/CivicGaps\/2017\/06\/06\/the-family\/\">The Family<\/a><\/em><a href=\"#_ftn1\"><sup>[1]<\/sup><\/a>, which dealt with a lack of transparency and accountability in both the way The City of New York is advised on major real estate development and in the process through which it appoints officials in real state matters.&nbsp; This paper examines the threat inherent in the link between a systemic \u201cset up\u201d and its consequences in the everyday lives of people\u2014in the air we breathe and in the disappearance of public space. Furthermore, this paper tackles a very common phenomena: the empty affirmation, which, in short, says the absolute opposite of what will be done. The \u201ccynical discourse\u201d in this case is the claim of resilient recovery for a beloved park that is being demolished before our eyes.&nbsp;This paper also analyzes&nbsp;how&nbsp;a foundation (reputed&nbsp;for giving and philanthropy) and a newspaper (purported to deliver the&nbsp;truth) shape public opinion by constructing false narratives.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"750\" height=\"563\" src=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/park-closed-landscape.jpg\" alt=\"\" class=\"wp-image-802\" srcset=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/park-closed-landscape.jpg 750w, http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/park-closed-landscape-300x225.jpg 300w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/><\/figure>\n\n\n\n<p><strong>The interests and agents behind The East Side Coastal Resiliency and the\ndestruction of the East River Park:<\/strong><strong><\/strong><\/p>\n\n\n\n<p>1) On the New York City Government\nsite one can read: <\/p>\n\n\n\n<p>&#8220;<strong>The East Side\nCoastal Resiliency<\/strong> (ESCR) Project is a coastal protection initiative,\njointly funded by the City of New York and the federal government, aimed at\nreducing flood risk due to coastal storms and sea level rise on Manhattan&#8217;s\nEast Side from East 25th Street to Montgomery Street.&#8221;&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www1.nyc.gov\/site\/escr\/index.page\">https:\/\/www1.nyc.gov\/site\/escr\/index.page<\/a><\/p>\n\n\n\n<p>2) <em>The East Side Coastal Resiliency Plan<\/em> appears on the web site of a real estate company that is the solo advisor for the City: <strong>HR&amp;A.<\/strong> HR&amp;A called <em>Climate Adaptation Strategy for Lower Manhattan:<\/em><\/p>\n\n\n\n<p>&#8220;New York City, like\nmany other coastal cities around the world, must face the realities of climate\nchanges and its impact on the urban environment\u2026. Some of them\ncreated the <strong>East River Park Action.<\/strong> They say: <\/p>\n\n\n\n<p>&#8220;Hurricane Sandy Didn\u2019t Kill East River Park. New York City&nbsp;Is&#8230;The\ncity is determined to go ahead with the massively destructive ESCR\u2013East Side\nCoastal Resiliency project\u2013even though there are alternatives that could\npreserve much of our park and provide flood control&#8230; New York City is\ndemolishing our big, beloved park on the un-wealthy side of the Lower East Side\nand East Village&#8230;. We Need a Green Plan, Not an Environmental Disaster&#8230;True\nResiliency is Possible. There are better plans that will preserve our park and\ngive us flood protection.&nbsp; <a href=\"https:\/\/eastriverparkaction.org\/\">https:\/\/eastriverparkaction.org\/<\/a><\/p>\n\n\n\n<p>4) The<em> East Side Coastal Resiliency Plan. <\/em>$1.5 Billionwas\ncreated, most likely, at <strong>HR&amp;A <\/strong>by Jamie Torres Springer before\n2019, when he was an advisor, and then\nimplemented by Springer when he moved to City Government to be the New York\nCity Design Deputy and Commissioner from 2019 to 2021. Maria Torres Springer, wife of Jamie, was HPD commissioner and is now the vice president of the Ford Foundation. The Ford Foundation\nis in partnership with HR&amp;A, and is\ncreating a guide for local leaders regarding\nresilient recovery. Meanwhile they are destroying the East River Park and demolishing 1,000 trees.&nbsp; <\/p>\n\n\n\n<p>5) The only advisor for development in New York City is <strong>HR&amp;A<\/strong>.\n<\/p>\n\n\n\n<p>&#8220;On January 13, 2015\nthe de Blasio administration ordered the Economic Development Corporation to \u201cchoose <strong>HR&amp;A<\/strong> on a sole source basis.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"http:\/\/fundacionmosis.com\/CivicGaps\/2017\/06\/06\/the-family\/\"><em>THE FAMILY<\/em><\/a><em> <\/em>Blog Civic\nGaps,<\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-wordpress\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"nZBMLACUm1\"><a href=\"http:\/\/fundacionmosis.com\/CivicGaps\/2017\/06\/06\/the-family\/\">THE FAMILY<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;THE FAMILY&#8221; &#8212; \" src=\"http:\/\/fundacionmosis.com\/CivicGaps\/2017\/06\/06\/the-family\/embed\/#?secret=nZBMLACUm1\" data-secret=\"nZBMLACUm1\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>This gesture presents multiple questions on how a democratic structure can be sustained when only one company advises on New\nYork City development. Why has the Mayor appointed a single firm as consultant\nfor the whole city?&nbsp;How does this benefit the Mayor? How does it affect\nthe City of New York to have a real estate firm holding so much\nbehind-the-scenes&nbsp;power?<em><\/em><\/p>\n\n\n\n<p>6) In my paper <em>The Family,<\/em> on the blog\nCivic Gaps, I question the criteria used to appoint elected officials and I delineate\nthe very tight relations between New\nYork City and the real estate company HR&amp;A:<\/p>\n\n\n\n<p>\u201c<strong>HR&amp;A<\/strong>\nAdvisors&nbsp;occupy or have occupied the most important positions in urban,\ncity planning and housing in the City of New York: In the position of\nCommissioner of HPD Housing Preservation and Development in 2007 was Maria\nTorres Springer. Maria Torres Springer is the wife of Jamie Torres\nSpringer, partner of&nbsp;HR&amp;A\nAdvisors.&nbsp; She was in office from\nFebruary 2017 to March 2019.\u201d&nbsp; <\/p>\n\n\n\n<p>I also address\nthe relationship between New York City and one real estate firm, HR&amp;A. In\nthe blog one can read these questions: <\/p>\n\n\n\n<p>\u201cIs there any benefit\nfor&nbsp;<a href=\"http:\/\/www.crainsnewyork\/\">HR&amp;A\nAdvisors to have former employees or employees relatives in most important\npositions in urban, city planning and housing in the City of New York?<\/a> How does it affect\nNew York residents to have a real estate firm making decisions on housing,\ncity, and urban development?\u201d <\/p>\n\n\n\n<p>Common sense tells us that it is a conflict of\ninterest to have a real estate firm making decisions on housing, city, and\nurban development,<strong> <\/strong>one of the conflicts being\nthat<strong> <\/strong>their\ndecision-making is based on profits from contracts and not the well-being of\nthe communities. A real estate firm making decisions on housing, city, and\nurban development results in the loss of public space. In this case, it is resulting in the destruction of\nthe East River Park\u2014the only\ngreen space available in the LES community\u2014and the loss of over 1,000 trees. &nbsp;<\/p>\n\n\n\n<p>7) Mayor de Blasio\nAnnounces Resiliency Plan to Protect Lower Manhattan From Climate Change on\nMarch 14, 2019. He said: <\/p>\n\n\n\n<p>\u201c&#8230;. Taken together,\nthese elements mean that more traditional on-land flood protection measures are\nnot feasible. Ultimately, the Study found that extending the shoreline into the\nEast River is the only feasible way to protect these vulnerable and vital parts\nof the city.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www1.nyc.gov\/office-of-the-mayor\/news\/140-19\/mayor-de-blasio-resiliency-plan-protect-lower-manhattan-climate-change#\/0\">https:\/\/www1.nyc.gov\/office-of-the-mayor\/news\/140-19\/mayor-de-blasio-resiliency-plan-protect-lower-manhattan-climate-change#\/0<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"972\" height=\"671\" src=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image003-1.png\" alt=\"\" class=\"wp-image-777\" srcset=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image003-1.png 972w, http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image003-1-300x207.png 300w, http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image003-1-768x530.png 768w\" sizes=\"(max-width: 972px) 100vw, 972px\" \/><\/figure>\n\n\n\n<p>8) Following the <strong><em>East River Park Action<\/em><\/strong>,\nthis plan does not \u201cprotect these vulnerable and vital parts of the city\u201d but\nquite the opposite\u2014it destroys them:<\/p>\n\n\n\n<p>\u201cNew York City is\ndemolishing our big, beloved park on the unwealthy side of the Lower East Side\nand East Village. Everything must go\u2014shady lawns, picnic\nareas, ballfields, running track, amphitheater, the compost yard, historic\nbuildings, and 1,000 trees.\u201d<\/p>\n\n\n\n<p>9) Why is this happening? Why destroy\ntrees? Is there a hidden agenda behind the removal of trees and the eradication\nof a park? An agenda that might\nbe beneficial for certain agents involved in the destruction process? And who\nare these agents?<\/p>\n\n\n\n<p>The interests of HR&amp;A may contradict the public interest because\nHR&amp;A is a real estate company: \u201cthis firm might advise perhaps not what is\nbetter for the common good but what is better for them since <a href=\"http:\/\/www.hraadvisors.com\/about\/\">HR&amp;A Advisors, Inc.<\/a>&nbsp;(HR&amp;A) is an industry-leading consulting firm\nproviding services in real estate, economic development, and program design\n&amp; implementation.\u201d <\/p>\n\n\n\n<p>Most\nlikely, Jamie Torres Springer first drafted\nthe plan while at HR&amp;A and then, by becoming commissioner of the&nbsp;<a href=\"https:\/\/commercialobserver.com\/tag\/new-york-city-department-of-design-and-construction\/\">New York City Department of Design and Construction<\/a>&nbsp;(DDC), was in\na position to choose who would be contracted to do this $1.5 billion job.<\/p>\n\n\n\n<p>The technical\nexplanations of the project don\u2019t mention any of the behind-the-scene\nrealities. <\/p>\n\n\n\n<p><a href=\"https:\/\/www1.nyc.gov\/assets\/ddc\/downloads\/publications\/about-ddc\/Pre-Solicitation-East_Side_Coastal_Resiliency-Presentation_102419.pdf\">https:\/\/www1.nyc.gov\/assets\/ddc\/downloads\/publications\/about-ddc\/Pre-Solicitation-East_Side_Coastal_Resiliency-Presentation_102419.pdf<\/a><\/p>\n\n\n\n<p>But\nwhat appears to be behind this project are the following agents: The de Blasio administration, HR&amp;A, and The Ford Foundation, and specifically\ntwo individuals as protagonists: Jamie Torres Springer and his wife, Maria Torres Springer.<\/p>\n\n\n\n<p>Here you can see Jamie\nTorres Springer presenting the project: <a href=\"https:\/\/www.amny.com\/news\/ddc-and-nyc-parks-department-showcases-east-river-park-resiliency-construction\/\">https:\/\/www.amny.com\/news\/ddc-and-nyc-parks-department-showcases-east-river-park-resiliency-construction\/<\/a><\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-world-today-news\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/www.world-today-news.com\/new-york-a-wall-against-the-tide\/\n<\/div><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"696\" height=\"636\" src=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image005-1.png\" alt=\"Description: Macintosh HD:Users:janaleo:Desktop:HRA east river park:jaime east river park.png\" class=\"wp-image-779\" srcset=\"http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image005-1.png 696w, http:\/\/fundacionmosis.com\/CivicGaps\/wp-content\/uploads\/2021\/12\/image005-1-300x274.png 300w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/><\/figure>\n\n\n\n<p>10) <a href=\"https:\/\/www.linkedin.com\/in\/jamie-torres-springer-b017984\/\">Jamie Torres-Springer<\/a>, ex-partner of&nbsp;HR&amp;A Advisors, stepped out of the Firm and\ninto the Agency as Deputy Commissioner in August 2018 (<a href=\"https:\/\/www.linkedin.com\/in\/maria-torres-springer-892920175\/\">Maria Torres Springer<\/a> stepped out as HPD Commissioner in early March 2019) and he was\nnamed the new commissioner of the&nbsp;<a href=\"https:\/\/commercialobserver.com\/tag\/new-york-city-department-of-design-and-construction\/\">New\nYork City Department of Design and Construction<\/a>&nbsp;(DDC) in March 2021. Across eight decades, our mission has sought to reduce poverty and\ninjustice, strengthen democratic values, promote international cooperation, and\nadvance human achievement.\u201d <br>\n<a href=\"https:\/\/www.fordfoundation.org\/about\/about-ford\/\">https:\/\/www.fordfoundation.org\/about\/about-ford\/<\/a><\/p>\n\n\n\n<p>To not take into account the voices of 20,000 individuals who signed a\npetition against the East Side Coastal Resiliency Plan,\ndoesn\u00b4t look like a good way to \u201cstrengthen democratic values.\u201d <\/p>\n\n\n\n<p>Somewhere in the Ford\nFoundation site one can reads:<\/p>\n\n\n\n<p>\u201cWe have created or helped sustain thousands\nof pathbreaking organizations working on a broad range of social change\nissues.\u201d <\/p>\n\n\n\n<p>Right now, by supporting\n<strong>HR&amp;A,<\/strong> the creator of the East Side Coastal\nResiliency Plan, the Ford Foundation is acting against its mission of\nsupporting pathbreaking organizations on social change. <\/p>\n\n\n\n<p>What does an association\nwith <strong>HR&amp;A <\/strong>bring to the <strong>Ford Foundation<\/strong> and its legacy? The Ford Foundation becomes known for cutting\ndown trees. <em><\/em><\/p>\n\n\n\n<p>13) There is a long history of HR&amp;A employees\ninserting themselves into the boards of not-for-profits. With the purpose of giving itself a\nwholesome image, HR&amp;A allied itself with the Center for Urban Future,\nDesign Trust For Public Space, and now the Ford Foundation. In this way\nHR&amp;A hides its predatory practices and ethic of gentrification. Alschuler serves as chairman of the High Line park. In his\nday job, he is chairman of HR&amp;A Advisors, which pulled in a cool $1.3\nmillion lobbying fee for its efforts to plop that stadium in Flushing Meadows.\nJavier Valdes is a director of <a href=\"http:\/\/www.maketheroad.org\/\">Make\nthe Road New York<\/a>, a\nnonprofit group that works to empower the hundreds of thousands of\nworking-class and poor residents of Queens. The group expects to fight for paid\nsick days and better wages. It does not expect to battle to preserve the little\ngreen space available to the densely packed neighborhoods. The Rev. Darrell\nDaCosta, pastor of <a href=\"http:\/\/www.stpaulcorona.com\/\">St. Paul the Apostle Catholic Church<\/a> in Corona, has a congregation whose work\nweeks are arduous. They are drawn as if by homing beacon to the park. \u2018It\u2019s in a natural\nsetting that you learn the value of God\u2019s creation,\u2019 he notes. \u2018Everything in New\nYork can\u2019t be bought and sold. &#8230; <\/strong>An article by Sally Goldenberg, published on January 17, 2017 on&nbsp;<a href=\"http:\/\/www.politico.com\/\">www.politico.com<\/a>, reads: \u201cIn a phone interview Monday, Alicia Glen said she opted to elevate her aides, &nbsp; rather than conduct a broader search for Been\u2019s replacement, because of uncertainty facing the city\u2019s housing plan under the incoming Trump administration. \u2018You always  want to look at the family first, and if there\u2019s great people in the family and people like &nbsp; is the press. On December 2,&nbsp;2021, only a few days before demolition began in the current East River Park, a piece titled <em><a href=\"https:\/\/www.nytimes.com\/2021\/12\/02\/us\/hurricane-sandy-lower-manhattan-nyc.html\">What Does It Mean to Save a Neighborhood&nbsp;<\/a><\/em> appeared <em>in The New York Times.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-the-new-york-times\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/www.nytimes.com\/2021\/12\/02\/us\/hurricane-sandy-lower-manhattan-nyc.html\n<\/div><\/figure>\n\n\n\n<p>It is not a news article but an opinion in a new section of the paper, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.nytco.com\/press\/the-new-york-times-announces-philanthropic-support-for-the-headway-initiative\/\" target=\"_blank\"><em>The Headway<\/em><\/a>, that is paid for by the Ford Foundation. The author of the piece, <a href=\"https:\/\/www.nytco.com\/press\/introducing-the-headway-initiative\/\">Michael Kimmelman<\/a>, also runs the section.<\/p>\n\n\n\n<p>In its timing (four days before start of demolition), its hidden facts (there was no explanation of why the prior plan for the East River Park, which won the competition <em>Rebuild by Design<\/em> and had community approval, was rejected; and there is no reference that Jamie Torres Springer, beyond being a NYC commissioner, also belonged to the firm that issued the advice that prompted Mayor de Blasio to stop<em> Rebuild by Design<\/em> ), its conflict of interest <br>( the wife of Jamie, Maria Torres-Springer, is the vice president of&nbsp;programs at the Ford Foundation, which funds&nbsp;the new section <em>The&nbsp;Headway<\/em>), and its&nbsp;strategic location ( <a rel=\"noreferrer noopener\" href=\"https:\/\/www.nytco.com\/press\/the-new-york-times-announces-philanthropic-support-for-the-headway-initiative\/\" target=\"_blank\"><em>The Headway<\/em><\/a>&nbsp; is&nbsp;a section of <em>The New York Times<\/em> that is paid for by the Ford Foundation), this piece does not offer something new\u2014the news\u2014but constructs a <em>new<\/em> reality that tries to justify an environmental disaster.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.nytco.com\/company\/mission-and-values\/\">The mission of <em>The New York Times<\/em><\/a><em>,<\/em> as stated in its&nbsp;web site, is: <br>&#8220;We seek the truth&nbsp;and help people&nbsp;understand the world. This mission is rooted in our belief that great journalism has the power to make each reader\u2019s life richer and more fulfilling, and all of society stronger&nbsp;and more just.&#8221;<\/p>\n\n\n\n<p>Do you really &#8220;seek the truth&#8221; if you leave gaps in a story?&nbsp;How does having no trees in the neighborhood and decreasing the quality of air&nbsp;&#8220;make each reader\u2019s life richer and more fulfilling&#8221;? Not only New York City Government, HR&amp;A, and the Ford Foundation but also <em>The New York Times<\/em> are complicit in cutting down&nbsp;1,000 trees, some of them 80 years old. <strong>We need those trees to breathe, but do we need our subscription to <em>The New York Times<\/em>?<\/strong><\/p>\n\n\n\n<p>In a free country, newspapers offer news, investigation, and opinions. When a newspaper story chooses not to investigate, but instead offers an opaque narrative of an event\u2014hiding facts, attacking citizens, and acting as a megaphone for a third party\u2014it has become something else, distinctly undemocratic. <em>What Does It Mean to Save a Neighborhood <\/em>is an act of propaganda. In this case, the sample I am studying is the destruction of the East River Park (also called the John V. Lindsay East River Park). This text follows on a previous text called The Family , which dealt with a lack of transparency and accountability in both the way The City of New York is advised on major real estate development and in the process through which it appoints officials in real state matters.  This paper examines the threat inherent in the link between a systemic \u201cset up\u201d and its consequences in the everyday lives of people\u2014in the air we breathe and in the disappearance of public space. Furthermore, this paper tackles a very common phenomena: the empty affirmation, which, in short, says the absolute opposite of what will be done.
