The image of New York as the hub for the arts and culture attract visitors to New York, but a percentage of artists have left the city of New York in the last five years because they cannot afford to work and live here. Small art venues and art galleries have to close due to real estate pressure.

What to do:
- -First, commission artists to do art work as the Federal Art Project (FAP) did; this is how Walker Evans or Pollock became internationally known names. Aiming to provide work for artists and to elevate the quality of the intangible patrimony: commission visual artists to do public work in coops, school, facades, squares and commission writers who keep oral history.
- -Second, provide studio space free of charge for artists with a demonstrated long career in the arts who cannot afford to have studio and have abandoned the city or their art practice.
- -Third, offers stipend to cover minimum basic needs of working artists and in exchange create a collection of works of arts of artists residing in New York City.
